Uninstall any unneeded software from your computer - especially software that makes dubious claims of improving your computer's performance.
(I recommend using Malwarebytes Anti-malware.)
Scan for and remove any malicious software from your computer.
If that doesn't resolve the problem, then try the following in order: Have you recently installed any new software on your computer? If so, then try uninstalling it.
Tick/check Run this program as an administrator.
Press Change settings for all users and then authenticate as an administrator.
Select the file ClassicRO.exe and then press alt-enter.
Open the client installation folder in File Explorer/Windows Explorer.
To make ClassicRO.exe always run with administrative privileges: I've just performed an experiment and discovered that the only component of the IRO client that needs to be manually run with administrative privileges is ClassicRO.exe (from which clragexe.exe will inherit the same privileges). If you have a problem, then it's best to create a new thread rather than refer to threads over 3½ years old.

Repeat step 2 with the file Setup_Classic.exe.
Open the file ClassicRO.exe (the Classic updater), wait until the update process is complete, then close the updater.
Repeat step 2 with the following files:.
Open the file Ragnarok.exe (the Renewal updater), wait until the update process is complete, then close the updater.
Tick (check) " run this program as an administrator".
For each executable file in the folder (each file with the " exe" extension):.
Open your client folder in Windows Explorer.

If you have disabled User Account Control, then administrative privileges will be granted to every application you open, and there is therefore no need to complete this procedure.
If you're using a Windows user account with administrative privileges: You should never open the client by right-clicking on its shortcut then choosing " run as administrator".
